According to OSHA and ANSI/ASME regulations, all cranes, whether they are mobile cranes used in construction or overhead cranes used in general industry (such as manufacturing), need to be inspected before each use, daily, frequently, periodically and annually by either a competent or qualified person. Crane Inspection & Certification Bureau will be offering Crane and Rigging Inspector Training programs at various locations throughout the Mid-Western United States in the upcoming months.
“Employers are responsible to designate Inspectors of specific types and capacities of cranes, just as it is the responsibility of the employers to designate operators, riggers, signal persons, spotters, and assembly / disassembly directors for each lift and each project,†said CICB’s Senior Technical Advisor, Larry Kime.
Prior to the crane being used, there must be a visual inspection of the crane for apparent deficiencies or flaws. If a deficiency or flaw is determined to constitute a safety hazard, the crane must be taken out of service, until it has been corrected. It is also mandated that cranes be inspected periodically, or monthly, by a Competent Person and be documented. A Competent Person may conduct the work shift and monthly equipment inspection, as long as the person has been trained in the required elements of a shift inspection. OSHA’s definition of a Competent Person is “capable of identifying existing and predictable hazards in the surrounds or working conditions, which are unsanitary, hazardous or dangerous to employees, and who has authorization to take prompt corrective measures to eliminate them.â€
The yearly or annual comprehensive inspection of a crane must be performed by a qualified person. This inspection also must be documented. A Qualified Person also needs to inspect the equipment after it has been modified, repaired or adjusted, and after the equipment has been assembled. A Qualified Person as defined by OSHA is one who, “by possession of a recognized degree, certificate, or professional standing, or who by extensive knowledge, training and experience, successfully demonstrates the ability to solve/resolve problems relating to the subject matter the work or project.â€
